دور الإدارة الإلكترونية في تعزيز الخدمات العمومية المحلية في ظل تطبيقات الديمقراطية التشاركية في الجزائر

الملخص
تسعى السلطات العمومية في الجزائر إلى تحسين الأداء الإداري للجماعات المحلية بالإعتماد على الإدارة الإلكترونية في ظل تطبيقات الديمقراطية التشاركية لتجاوز القصور والإختلالات التي شهدتها الخدمات العمومية المحلية في ظل الإدارة التقليدية التي تميزت بالضعف والبطء. ويقوم هذا التحول الرقمي في العمل الإداري المحلي على أرضية تقنية ورقمية مسايرة للتغيرات التكنولوجية تقودها كوادر بشرية مؤهلة في ظل ضمانات المنظومة القانونية وهذا في إطار التدبير التشاركي للشأن المحلي الذي يتيح تقريب الإدارة من المواطن عبر آليات المشاركة الإلكترونية والشفافية والمساءلة ويؤدي في النهاية إلى تحسين نوعية الخدمة العمومية المحلية المقدمة وبلوغ أداء إداري رقمي مميز. The public authorities in Algeria seek to improve the administrative performance of local public utilities by relying on electronic administration in light of the applications of participatory democracy to overcome the deficiencies and imbalances that the public services witnessed under the traditional administration that was characterized by weakness and slowness, and this digital transformation in the local administrative work is based on a compatible technical and digital ground Technological changes under the leadership of qualified human cadres in light of the guarantees of the law, and this is within the framework of participatory management of local affairs, which allows bringing the administration closer to the citizen through mechanisms of participation, transparency and accountability, and ultimately leads to improving the quality of the public service provided and achieving distinguished administrative performance.
