الملخص
الملخص: تعالج هذه الورقة تعزيز مبادئ الحكم الراشد في إبرام الصفقات العمومية لمجابهة جرائم الفساد المستشري في هذا المجال،بالرغم من سعي السلطات العمومية لمكافحته عبر قانون الوقاية من الفساد ومكافحته. وتؤكد الدراسة على أن أخلقة الأداء الإداري والمالي ومجابهة الفساد في مجال الصفقات العمومية يتطلب إلى جانب مبادئ الشفافية والمساواة وحرية الوصول إلى الطلبات العمومية، تعزيز تطبيقات مختلف أدوات الحكم الراشد كالتحول الرقمي والثقافة الرقمية وتشجيع مختلف الفواعل للإنخراط في هذا المسعى لاسيما المجتمع المدني. وعليه فإن الوقاية من الفساد الإداري والمالي في الجزائر هو مدخل سياسي، إقتصادي، إجتماعي ثقافي قانوني، تقني، يساهم في شفافية و نزاهة إجراءات إبرام الصفقات العمومية. Abstract The ethics of administrative and financial performance to deal with corruption in the field of public procurement requires, in addition to the principles of transparency, equality and freedom of access to public requests, the promotion of applications of various tools of good governance such as digital transformation, digital culture and the contributions of the various actors of civil society. This is what this document contains, which has come to address the issue of strengthening the principles of good governance in the conclusion of public transactions in Algeria, to deal with endemic corruption offenses in various administrative and financial transactions, despite what the public authorities seek through the Prevention and Anti-Corruption Act. also underscored the importance of preventing administrative and financial corruption in Algeria through the monitoring, implementation and dissemination of a culture of transparency and prevention, particularly in the area of procurement. public markets.
