المزارع النموذجية كآلية لاستغلال الأراضي الفلاحية التابعة للدولة

الملخص
تعتبر المزارع النموذجية مرفقا عموميا اقتصاديا تهدف الدولة من خلاله إلى تحقيق الاكتفاء الذاتي والمساهمة في إنتاج البذور والشتائل والفحول مع المحافظة على النسل، إضافة إلى دورها في تطبيق سياسة التنمية الفلاحية، ونظرا لعدم إمكانية تحقيق هذه الأهداف في ظل طرق تسييرها الحالية فقد سعى المشرع إلى إعادة تأهيلها وبعث ديناميكية بهذه الفضاءات وذلك بالترخيص لها بإبرام عقود الشراكة مع القطاع الخاص بعد إخضاعها للتشريع المتعلق بالاستثمار، على أن يكون ذلك بعد تحولها إلى مؤسسات عمومية اقتصادية، وذلك بهدف ضخ رؤوس الأموال الخاصة بهذه المزارع لزيادة حجم الاستثمارات بها وتحقيق الأهداف المنشودة، كما يستفيد القطاع الخاص من الخبرات والأبحاث والدراسات التي قامت بها هذه المزارع، غير أن عقود الشراكة ( عام - خاص) لا تتم إلا بعد الترخيص من مجلس مساهمات الدولة وبشروط وكيفيات تحدد من قبله مسبقا. Abstract: The State aims at achieving self-sufficiency and contributing in the production of seeds, seedlings and stallions through the model farms which are deemed an economic public service, together with preserving the progeny, in addition to its role in implementing the farming growth policy. Under the current ways of management which undermine the achievement of these goals, the lawmaker has sought to rehabilitate and breathe new life into these spaces via authorizing them to conclude partnership contracts with the private sector, after subjecting them to the legislation relating to investment, on condition that they are transformed into economic public institutions, with a view to pump private capital into these farms in order to increase the size of investments to realize the desired goals. The private sector will also benefit from the expertise and studies conducted by these farms. However, the partnership contracts (public-private) cannot be concluded unless the State Contributions Council issues authorization and pursuant to conditions and modalities determined by the Council beforehand.
