الحكامة: مقاربة نظرية

الملخص
يعتبر مفهوم الحكامة من بين المفاهيم المثيرة للجدل بالنظر لارتباطه بعدة مفاهيم وتطورات سياسية، واقتصادية، واجتماعية، شهدها العالم في تسعينيات القرن الماضي كالعولمة، التحول الديمقراطي، الخصخصة، أزمة دولة الرفاهية، المجتمع المدني، ورغم الاتفاق على أهميته لكنه أثار نقاشا واسعا حول تعريف دور الدولة، والعلاقة بين الدولة والقطاع الخاص ومؤسسات المجتمع المدني، ما أفرز اجتهادات مختلفة. يهدف المقال لدراســـة أهم المقاربات التحليلية الخاصـــة بدارسة الحكامة، التي تراوحت بين المقاربة المؤسساتية والمقاربة الأكاديمية، بحيث يعتبرها البعض عاملا أساسيا في إصلاح الدولة والمجتمع، وأداة لترشيد وتسيير الموارد المالية والبشرية، ومدخلا لتحقيق التنمية، في حين يضفي آخرون عليها الطابع الأيديولوجي في سياق المشروطية التي تفرضها المؤسسات المالية الدولية على الدول النامية مقابل حصولها على مساعدتها المادية. the concept of governance is among the controversial concepts due to its association with several political, economic, and social concepts and developments that the world witnessed in the nineties of the last century, such as globalization, democratization, privatization, the crisis of the welfare state, civil society, and despite the agreement on its importance, it sparked a wide discussion about defining the role of The state, and the relationship between the state, the private sector and civil society institutions, which resulted in different interpretations. The article aims to study the most important analytical approaches to the study of governance, which ranged between the institutional approach and the academic approach, so that some consider it an essential factor in the reform of the state and society, a tool for rationalizing and managing financial and human resources, and an entry point for achieving development, while others give it an ideological character in the context of conditionality that It is imposed by international financial institutions on developing countries in exchange for their financial assistance.
