الملخص
إن ظهور مفهوم الحكم الرشيد، ومفهوم الحوكمة، جاء نتيجة قصور وتردي في تسيير شؤون الدولة والمجتمع وسوء إدارة ثروات المجتمع وتوزيعها ، بالإضافة إلى فشل المؤسسات في تحقيق أهدافها مما تطلب البحث في طرق حديثة في التسيير، وقد ساهمت البحوث الأكاديمية التي سايرت الأحداث الاقتصادية والاجتماعية والثقافية، في توضيح مصطلح الحكم الرشيد ووضعه في إطاره المفاهيمي الفكري. نحاول من خلال هذه الورقة البحثية دراسة وتحليل الإطار المفاهيمي، بالتطرق للعوامل التي أنتجت هذه المفاهيم، ومرتكزاتها ومجالات استخدامها .The emergence of the concept of good governance and the concept of governance came as a result of insufficiency and deterioration in running the affairs of the state and society and mismanaging and distributing the wealth of society, in addition to the failure of institutions to achieve their goals, which required research in modern methods of management. Academic research that followed economic and social events has contributed And cultural, in clarifying the term good governance and placing it in its conceptual intellectual framework. Through this paper, we try to study and analyze the conceptual framework, by addressing the factors that produced these concepts, their foundations and areas of use.
