الملخص
تعتبر النزاعات الحدودية من بين القضايا التي تسببت في توتر العلاقات بين الدول على مر العصور التاريخية، لاسيما في الفترة الحديثة والمعاصرة والتي شهدت بداية تشكل الكيانات السياسية والدول الوطنية، وهو ما شهدته الكيانات المغاربية مع نهاية الفترة العثمانية لاسيما بين إيالتي الجزائر وتونس التي اندلعت بينها العديد من النزاعات خلال نفس الفترة استلزمت تدخل الخلافة العثمانية وإبرام الصلح النهائي بينهما سنة 1821م. تعتبر مسائل التخوم والنزاعات الحدودية من المسائل الهامة التي تسببت في توتر العلاقات بين الدول المغاربية منذ العهد العثماني. وهو ما سنحاول الوقوف عليه في دراستنا هذه من خلال تطرقنا إلى أهم المشاكل الحدودية التي ساهمت في توتر العلاقات بين إيالة الجزائر وإيالة تونس قبيل الإحتلال الفرنسي وبالأخص الفترة الممتدة ما بين 1825-1830، كمسألة المناوئين (المعارضين) للحكم في كلا البلدين وقضية فرار الجند الجزائري نحو تونس وهجرة قبائل الحدود من الجانبين والتجاوزات الحدودية، وكيف ساهمت هذه المسائل في موقف تونس من الحملة الفرنسية على الجزائر. The conflicts of borders and confine’s issuse consideved the most important issuse thate caused the relation’s tension between countries through the historical ages , especially in the modern and contemporaneity period . It witnessed the beginning of political entities establishment and the national countries. like whate happened xwith maghribian entities at the end of ottomans period. Principally between Algeria and Tunisia that had Known diffirent conflicts at the same period of time this later needed an interfer from « Ottoman Caliphate » to sign the final agreement between than in 1821. Border issues and border disputes are important in the sense that that have strained relation between nation throughout history therfore ,we will try to identify in this study by addressing the moste important border problems that contributed to the tension between the regency of Algeria and Tunisia before the French occupation,such as the issue of 1825-1830 to Algeria’s opponents of the rul in both countries and the issue of Algerian soldiers fleeing towaeds Tunisia , and the migration of border tribes from both sides. In addition to the border violation, This study seeks to know how thes issues contributed to Tunisia’s position on the French campaign Algeria.
