تسيير الأملاك الوطنية عن طريق الاستعمال الخاص للمال العام

الملخص
ملخص: تشكل الأملاك العمومية أهم الوسائل التي تعتمد عليها الدولة والجماعات الإقليمية لإرساء أسس اقتصادها الوطني . و الأصل أن هذه الأملاك تستعمل استعمالا جماعيا مشتركا، إلا أنّه احتياطيا يمكن انتزاع جزء من الأملاك العامة المخصصة للجميع لفائدة فئة خاصة من الأفراد. هذا و يقصد بالاستعمال الخاص للمال العام، حصر حق استخدامه والانتفاع به، على فرد معين، أو فئة محدودة من الأفــراد، بحيث ينفردون باستعماله دون غيرهم من الجمهور. فهو استئثار فرد أو عدد من الأفراد بالانتفــاع بجزء من المال العام ومنع غيره من استعماله. Abstract: Public properties constitute the most important means on which the state and regional groups rely to lay the foundations for their national economy. The basic principle is that these properties are used collectively, but as a precaution, a portion of the public properties allocated to all may be extracted for the benefit of a special group of individuals. This means the private use of public money, restricting the right to use it and benefit from it to a specific individual, or a limited group of individuals, so that they use it exclusively without other members of the public. It is the monopoly of an individual or a number of individuals to benefit from part of public money, and preventing others from using it.
