الملخص
لاشك أن وباء كورونا بمدى اتساعه وخطورته، يرقى إلى مستوى تهديد الصحة العامة، ويمكن أن يبرر فرض قيود على بعض الحقوق، مثل تلك التي تنجم عن فرض الحجر الصحي أو العزل الذي يحد من حرية التنقل، غير أنه لا يمكن في نفس الوقت التنكر لمسألة إلزامية احترام حقوق الإنسان التي يجب أن تعزز في خضم الاضطراب الحتمي الذي يحصل في أوقات الأزمات، ومن هذا المنطلق تطرقنا لموضوع الدراسة من خلال تقديم مقاربة قانونية لحماية حقوق الانسان اثناء جائحة كورونا، وذلك من خلال بيان تداعيات تفشي الجائحة على حقوق الانسان، ثم العرض لموجبات حماية حقوق الإنسان في هذه الظروف. The Coronavirus epidemic, by its breadth and seriousness, undoubtedly amounts to a public health threat and can justify the imposition of restrictions on certain rights, such as those resulting from the imposition of quarantine or isolation which limits freedom of movement. At the same time, however, it is not possible to deny the imperative of respect for human rights, which must be strengthened in the midst of the inevitable turmoil in times of crisis, and from this point of view we addressed the subject of the study, in a statement of the consequences of the pandemic on human rights, and then a presentation of human rights protection obligations in these circumstances.
