دور الاتحاد الافريقي في تعزيز السلم والأمن في القارة الإفريقية (أي مسار...وهل من فاعلية؟)

الملخص
لقد جاء الاتحاد الإفريقي خلفا لمنظمة الوحدة الإفريقية نظرا لفشلها في تحقيق الأهداف المرجوة من نشأتها خاصة في مجال تعزيز السلم والأمن في القارة الإفريقية، وهو الأمر الذي يحاول الاتحاد الإفريقي التصدي له من خلال ما تم استحداثه من نصوص وتدابير وكذا ما يمارسه من جهود في هذا المجال، وهو ما جعلنا نعرض لهذه الدراسة من خلال طرح الإشكال حول ماهية الدور الذي يلعبه الاتحاد الإفريقي في تعزيز السلم والأمن في القارة الإفريقية؟ ومدى فاعليته في إرساء السلم في ظل الواقع الإفريقي؟، بحيث جاء الهدف من هذه الدراسة لبيان مسوغات دور الاتحاد الإفريقي في تعزيز السلم والأمن في إفريقيا من خلال بيان الإطار القانوني لتدخل الاتحاد الإفريقي ودواعي هذا التدخل، كما تهدف الدراسة إلى تحديد التدابير المتخذة من الاتحاد الإفريقي والعراقيل التي تعترض مساره. The African Union succeeded the Organization of African Unity because it failed to achieve the desired objectives of its establishment, especially in the area of promoting peace and security on the African continent, which the African Union is trying to address through the texts and measures developed as well as its efforts in this field. What has made us present to this study by presenting the forms on what role the African Union plays in promoting peace and security on the African continent? How effective it is in establishing peace under African realities? The purpose of this study was to explain the reasons for the role of the African Union in promoting peace and security in Africa by indicating the legal framework and the reasons for the intervention of the African Union. The study also aims at identifying the measures taken by the African Union and the obstacles that hinder its path.
