سطوة العولمة من نهاية التاريخ الى نهاية الجغرافية: حدود السلطة وأزمة السيادة

الملخص
تتمتع الدول اليوم بسلطة سيادية في اقليمها ولا يصح لها أن تكون خاضعة أو مذعنة لسلطة أعلى، إلا أن ظاهرة العولمة تجعل الدولة السيادية أمام طرحين يتراوحان بين تآكل سلطة الدَّولة وتلاشي سيادتها على مختلف الأصعدة اذ باتت حكوماتٍ عديدة تتوفر لها السِّيادة القانونيَّة دون سيادة فعليَّة على أراضيها، وطرح اخر يرى وينادي بأبدية الدولة، وبين الطرحين ضرورة تبني العالمية كونها الانفتاح على العالم وثقافاته المختلفة مع الاحتفاظ بالاختلافات الأيدلوجية، أي التعايش وقبول الآخر والتعارف والتحاور معه والتأثير والتأثر المتبادل دون إقصاء وهو جوهر الخلاف مع العولمة التي تريد توحيد قيم واحدة على الجميع هي قيم المتفوق أو الأقوى. Sovereign states should not be subject to a higher authority. However, globalization puts the sovereign state faces this challenge, we find ourselves faced with two opinions the first is the limitation of the authority of the state and the disappearance of its effective sovereignty, and the other sees and calls for the continuity and eternity of the state, and it is here that arises the need to invoke globalism as being openness to the world and its different cultures while preserving the differences, that is, coexistence, acceptance of the other, knowledge, dialogue with him and mutual respect without exclusion. Les états souverains ne doivent pas être soumis à une autorité supérieure. Cependant, la mondialisation met l’état souverain devant ce défi, On se retrouvent face à deux opinions le premier c'est la limitation de l’autorité de l’État et la disparition de sa souveraineté effective, et l’autre voit et appelle à la continuité et l'éternité de l'État, et c'est ici que se pose la nécessité d’invoquer le mondialisme comme étant l’ouverture au monde et à ses différentes cultures tout en préservant les différences idéologiques, c'est-à-dire la coexistence, l'acceptation de l'autre, la connaissance, le dialogue avec lui et le respect mutuel sans exclusion.
