إشكالية الوظيفة الثالثة للجامعة: علاقة تكامل أم نزاع بين توقعات المجتمع واستقلالية الجامعة ؟

الملخص
هدفت الدراسة إلى معالجة إشكالية الوظيفة الثالثة للجامعة، فيما إذا كانت علاقة تكامل أم نزاع بين توقعات المجتمع واستقلالية الجامعة ؟ من خلال رصد دوافع التحول إليها، مع البحث في أهم معوقاتها ومتطلباتها، وعرض تجارب بعض الجامعات بما فيها جهود الجامعة الجزائرية لتفعيل هذه الوظيفة. توصلت الدراسة إلى أن التغيرات التي شهدها العالم، حولت الجامعة من خدمة المجتمع الأكاديمي (التعليم والبحث) إلى خدمة المجتمع المحلي (الوظيفة الثالثة). وإذا كان البعض يعتبر الوظيفة الثالثة الشيء المميز للجامعة الجديدة، فإن البعض الآخر يرى فيها خروج عن أكاديميتها واستقلاليتها، ولذلك فإن الجامعة بحاجة إلى عقد شراكة مع المجتمع دون المساس بالمعايير الأكاديمية، فقد أفرزت مراجعة تجارب بعض الجامعات عبر العالم أن السعي وراء المعرفة لتحقيق المنفعة الثقافية والاقتصادية والاجتماعية يجعل الجامعة أكثر قوة وأكثر توافقا مع توقعات المجتمع. The study aimed to tackle the problematic of the university’s third job, whether it was an integration relationship or a conflict between society’s expectations and the university’s independence? By monitoring the motives for switching to it, while examining the most important obstacles and requirements, and presenting the experiences of some universities, including the efforts of the Algerian University to activate this job. The study concluded that the changes witnessed by the world transformed the university from serving the academic community (education and research) to serving the local community (the third job). And if some consider the third job the distinctive thing of the new university, others see it as a departure from its academy and its independence, and therefore the university needs to establish a partnership with the community without compromising academic standards. The review of the experiences of some universities across the world has resulted in the pursuit of knowledge to achieve the cultural benefit Economic and social makes the university more powerful and more in line with the expectations of society.
