الملخص باللغة العربية: إنه وفي ظل العولمة الرقمية أصبح مفروض على دول العالم المتقدمة منها والنامية الاتجاه نحو تبني نمط المُدن الذكية، ولكي تنجح هذه الدول في مساعيها يتوجب عليها الأمر القيام بتوفير مهارات الموارد البشرية، فالواقع اليوم يُلزمنا أن نقيم مُدنا مبتكرة تقوم على استخدام واستعمال تكنولوجيا المعلومات والاتصالات، وهذا من أجل تحسين نوعية الحياة، وكفاءة العمليات والخدمات الحضرية، كما أن المنافسة اليوم أصبحت تقوم على كيفية ضمان احتياجات الأجيال الحاضرة والمُقبلة، وهذا سواء تعلق الأمر بالجوانب الاجتماعية أو البيئية أو الاقتصادية. فمسألة بناء المُدن الذكية المُستدامة هي فكرة راودت القادة السياسيين الكبار منذ ما يربو عن 20 عاما، وهذا لأن الاستثمار في التكنولوجيا أصبح شرط أساسي ومهم بغية تحفيز النمو الاقتصادي وتعزيز التقدم الاجتماعي، بالإضافة إلى العمل كذلك على تحسين الظروف البيئية ، وهذا في ظل المخاطر التي يواجهها العالم اليوم على أساس أنها تُمثل تحديا حتميا لا مفر من مواجهته. The abstract is in the English language: It is in light of the digital globalization that the trend towards adopting the pattern of smart cities has been imposed on the developed and developing countries of the world, and for these countries to succeed in their endeavors, they must undertake the provision of human resource skills. Indeed, today we are obliged to establish innovative cities based on the use and use of Information and communication technology, in order to improve the quality of life, the efficiency of urban operations and services, and competition today has become based on how to ensure the needs of present and future generations, and this is whether it is related to social, environmental or economic aspects The issue of building sustainable smart cities is an idea that I have had with great political leaders for more than 20 years, and this is because investment in technology has become an essential and important condition in order to stimulate economic growth and promote social progress, in addition to working to improve environmental conditions, and this is in light of the risks it faces The world today is on the understanding that it represents an inevitable challenge to be faced
