الملخص
الملخص: تشكل الأزمة الليبية حالة متطرفة من الانقسامات في الدول العربية التي شهدت ثورات شعبية ما خلق حالة من الفوضى قوضت كل جهود عملية بناء الدولة ومأسسة السلطة. انفرد النموذج الليبي عن غيره بمجموعة من الخصائص البنيوية والثقافية كرست حالة من الانقسام المجتمعي والايديولوجي وانتجت نموذج ازدواجية المؤسسات، وتتجسد اسمى حالات الانقسام خطرا في بروز مطالب تنادي بالفيديرالية ما يشكل تهديدا مباشرا على الهوية والوحدة الوطنية الليبية الهشة. اضافة الى تعدد مستويات الانقسام، فأفقيا تشكلت هوة ايديولوجية وفكرية كبيرة بين النخب السياسية والعسكرية الفاعلة بين الليبراليين والاسلاميين حول مستقبل مشروع الدولة الليبية ما انعكس عرضيا في خلق حالة من الانقسام الجغرافي بين اقليم الشرق والغرب والجنوب. كل ذلك حتم على الفاعلين المحليين والدوليين طرح مدخل الدمقراطية التوافقية لتجاوز حالات الصراع والانقسام في ليبيا. Abstract: The crisis in Libya presents an extreme case of divisions in Arab countries that have experienced popular uprisings, and which created a case of chaos that is undermining all efforts to build peace and political power institutionalization, the Libyan model was unique due to a variety of structural and cultural characteristics that had created a state of social and ideological divisions, and which produced a model of institution’s duplication, the highest rate of split presents a threat through the demands that emerged calling for federalism, which presents a direct threat to the national Libyan identity and unity already being fragile, in addition to the multiple levels of division, a big ideological and intellectual gap was formed, horizontally between political and military elites acting among Islamists and Liberals about the future of the Libyan state project, which has been incidentally reflected in the creation of a state of geographical division between East, West and South, these conditions had forced local and international actors to put forward the approach of consensual democracy to overcome conflict and division in Libya.
