الملخص
تعتبر ظاهرة تمويل الإرهاب من أهم القضايا المعاصرة التي أولى لها المجتمع الدولي أهمية قصوى نظرا للخطر الذي تشكله على السلم والأمن الدوليين، حيث تعد المحفز الأول لاستمرار وتنامي المنظمات الإرهابية، كما أن مجلس الأمن الدولي هو المسئول الأول عن محاربتها ومعاقبة كل من يشارك فيها، إذ يقوم بفرض تدابير اقتصادية وفقا للفصل السابع من ميثاق هيئة الأمم المتحدة سواء على الدول أو الأفراد والكيانات التي تساهم في تمويل الإرهاب، ومن هذا المنطلق يلخص هدف هذا البحث في دراسة الآثار التي تترتب عن تنفيذ التدابير الاقتصادية المقرّرة لمكافحة عمليات تمويل الإرهاب، وذلك من خلال التطرق إلى الإطار العام لعمليات تمويل الإرهاب وإبراز أهم القرارات الدولية الصادرة في هذا الشأن والآثار المترتبة عليها. Abstract : The phenomenon of financing terrorism, is one of the contemporary issues, which has been given an international importance, to fight against it, because it exposes the international peace and security to a real danger, as it is the main reason making alive the terrorist organizations and encouraging it spreading and continuity. The international council of security, is responsible of fighting these terrorist organizations and punishing all who will take part on. According to the seventh chapter of the united nation convention, economical restrictions are imposed on anybody who participate in financing the terrorism operations, whether it is a person, an institution or a country. The aim of this research is to highlight the consequences of the execution of economical restrictions planed to fight the financing of terrorism operations. To do so , we will focus on the general framework of financing terrorism, and will emphasize on the main international decisions in this respect and the consequences of their execution.
