حوافز ومعوقات القطاع الإنتاجي خارج المحروقات في الجزائر - دراسة تحليلية -

الملخص
ملخص يعتمد الاقتصاد الجزائري على قطاع المحروقات فهو يمثل المورد الرئيسي وشبه الوحيد للمداخيل من العملة الصعبة حيث تقدر نسبة صادرات هذا القطاع بحوالي 98% من إجمالي الصادرات لسنة 2012، مما جعل الاقتصاد الجزائري يتميز بالحجم الصغير للقطاع الصناعي خارج المحروقات (لم يتجاوز 8 % من الناتج الداخلي الخام منذ سنة 2000). إذن، النمو الاقتصادي في الجزائر مرتبط ارتباطا وثيقا بأسعار المحروقات. السؤال الذي يمكن طرحه هو: ما هي مقومات استراتيجية السلطات الجزائرية في تنويع اقتصادها و تنمية القطاع الإنتاجي خارج المحروقات؟ Abstract The Algerian economy depends on hydrocarbons sector, which represents the most important and the main source of hard currency; for the year 2012; the percentage of oil export was approximately 98% of the total exports. Algerian economy has become characterized by a small industrial sector outside hydrocarbon (which contributes about 8% of GDP in 2000). The economic growth in Algeria heavily depends on hydrocarbon prices. The aim of this study is to answer this question: what is the strategy adopted by the Algerian authorities to diversify the economy and to develop its productive sector outside the hydrocarbon sector? Résumé L’économie algérienne dépend du secteur des hydrocarbures qui représente la principale ressource et presque le seul revenu en devises (les exportations des hydrocarbures représentent 98 % du total des exportations en 2012). Parmi ses caractéristiques, la petite taille de son secteur industriel hors hydrocarbures (qui n’a pas dépassé 8 % du PIB depuis 2000). La croissance économique est très dépendante du prix des hydrocarbures. La question que l’on peut se poser est la suivante : quelle est la stratégie adoptée par les autorités algériennes pour diversifier l’économie et développer le secteur productif hors hydrocarbures ?
