الملخص
تحاول هذه الورقة الرّبط بين دور الدولة ووظائفها والمتطلّبات الجديدة التي جاءت بها المتغيرات الطارئة عالمياً ومحلياً، ورغم أنه لا يوجد اتفاق حول هرميتها أو أولوياتها فإن الإتّجاه الغالب يرى ضرورة وجود الترتيب المتمحور حول الوظائف الأساسية والوظائف الوسيطة والوظائف التنشيطية. Abstract: This paper attempts to link the role of the state and the new requirements that have brought about the changes globally and locally. Although there is no agreement on its hierarchy or priorities, the predominant trend is that there is a need for an arrangement centered on basic functions, intermediate functions and revitalizing functions.
