العلاقات العامة والدبلوماسية العامة: هل هما فعلا وجهان لعملة واحدة؟

الملخص
لقد توسع نطاق الاهتمام بالعلاقات العامة وحملاتها الاتصالية، وغدت تستخدم من قبل العديد من الدول لتحسين صورتها لدى جمهورها الخارجي. في الوقت نفسه تحرص الدبلوماسية العامة على بناء السمعة الطيبة للدولة، من خلال بناء منظومة تواصل فعالة لمخاطبة الشعوب والرأي العام في الدول الأخرى. هذا التشابه في الأدوار والأهداف أورد خلطا بين المصطلحين، وعليه تهدف هذه الورقة إلى مناقشة الجدل القائم حول الدبلوماسية العامة والعلاقات العامة، وإن حقا يمثلان جانبان لنفس العملة؟ وتوصلنا إلى أنه توجد بعض الاختلافات بينهما وفي نفس الوقت توجد مجالات واسعة للتداخل والتقارب بينهما. The interest of public relations and its communication campaigns has been expanded, it is being used by many states in the world to improve their image among external audiences. At the same time, public diplomacy is keen to build a good reputation of the state by building an effective communication system to address the people and public opinion of other States. This similarity in the roles and objectives cited confusion between the two terms. So, this paper aims to discuss the controversy over public diplomacy and public relations, and if they really represente two sides of the same coin? we reached that there are some differences between them, also some areas of overlap and convergence.
