الملخص
تعكس التطورات التي شهدها قانون البحار خلال العقد الأخير هذا الاتجاه إذ أنه تماشيا مع الزخم المتجدد الذي طبع بناء القدرات في منعطف الألفية أدرجت عملية الأمم المتحدة الاستشارية غير الرسمية المفتوحة باب العضوية المتعلقة بالمحيطات وقانون البحار " العملية الاستشارية" التي أنشئت مؤخرا موضوع بناء القدرات ضمن المواضيع التي نوقشت خلال اجتماعها الأول في عام 2000 . ونتيجة للمناقشة التي جرت بشأن هذا الموضوع، أكدت الجمعية العامة، في قرارها 55/7 المؤرخ في: 20 أكتوبر 2000 المتعلق بالمحيطات وقانون البحار، وهي أول من استعمل عبارة "بناء القدرات"، الأهمية الخاصة التي ينطوي عليها بناء القدرات بالنسبة للبلدان النامية، ولا س يما أقل البلدان نموا والدول الجزرية الصغيرة النامية . وقد شددت الجمعية العامة كذلك على أهمية بناء القدرات في سياق برنامج العمل العالمي لحماية البيئة البحرية من الأنشطة البرية، وأوصت بمواصلة النظر في موضوع بناء القدرات خلال دورة العملية الاستشارية التالية . Reflect developments in the law of the sea during the last decade this direction as it is in line with the renewed momentum which was printed capacity building at the turn of the millennium the United Nations Open-ended Informal Consultative Process on Oceans and the law of the Sea "Consultative Process", which was recently established the theme of building capacity within the topics discussed during the first meeting in 2000. As a result of thediscussion on this subject, the General Assembly, in its resolution 55/7 of 20 October 2000 on oceans and the law of the Sea, which is the first to use the phrase "capacity-building", the special importance of capacity building for developing countries, particularly the least developed countries and small island developing States. The General Assembly has stressed the importance of capacity building in the contexte of the World Program of Action for the protection of the Marine Environment frome Land-based activities, and recommended further considération of the issue of capacity building during the following session of the Consultative Process.
