قيم المواطنة في الفكر الجزائر في ظل التحولات الراهنة ــ الواقع والأفاق ــ

الملخص
لا شك أن التغيير في أنماط السلوك الانساني يرتبط ارتباطاً وثيقاً بالتغيير في أنساق القيم التي تعتبر من أهم محددات تشكيله، وهذا التغيير يعد مطلباً أساسياً لبناء الدولة المعاصرة المرتكزة على قيم الحداثة أهمها : قيم المواطنة، الديمقراطية وحقوق الانسان. تلك القيم تشكل المدخل الرئيس لإعادة بناء المجتمع وتوجيهه نحو غاياته المنشودة في الحرية، العدالة، المساواة، التسامح والتنمية. وفي هذا السياق تكفي نظرة متفحصة (تلزم نظرة متفحصة، لأن الاكتفاء يكون للسطحي لا المتصفح )إلى واقع المجتمع الجزائري للوصول إلى استنتاج عام حول مدى قدرته في محاولة تجاوز كل الأوضاع المفجعة والمأساوية التي انقلبت فيها كل القيم الأخلاقية خاصة تلك المرتبطة بروح المواطنة في ظل التحديات الداخلية والخارجية. ما يمكن قوله ان تجربة الدولة العربية الحديثة خلال العقود الماضية تشير إلى أنها لم تنجح في ترسيخ قيم الحداثة بشكل عام وقيم المواطنة بشكل خاص بوصفهما مصدر السلطة وشرعيتها، حتى ان تقارير التنمية الانسانية العربية اطلقت على الدولة العربية الحديثة اسم "دولة الثقب الأسود" في تعبير صريح منها على حالة الفشل الضريع في بناء الدولة بمفهومها ووظيفتها الحديثين، وقد عزت هذه التقارير ذلك الى أسباب متنوعة، كان في مقدمتها طبيعة النشأة التاريخية للدولة العربية الحديثة وارتباطها بكنف الترتيبات الاستعمارية، واستمرار حالة التبعية الخارجية وفقدان الاستقلال بمفهومه الشامل، بالاضافة إلى غياب العقد الاجتماعي وتهميش فكرة الارادة العامة الحرة لأعضاء المجتمع واستئثار القوى الحاكمة بسلطة المناصب والمكاسب . ولما كانت قيم المواطنة لا تنفصل عن مرتكزات الفلسفة السياسية الليبرالية التي ربطتها بنظرية العقد الاجتماعي ودور الدولة في حماية حقوق الأفراد وحرياتهم وممتلكاتهم في إطار سيادة القانون، فان قيم المواطنة في الدولة الجزائرية زادت من تفاقم الظواهر الاجتماعية –السياسية التي تشهدها الساحة، بالإضافة الى استهانة الآخر بكل القيم الأخلاقية والدينية جارا الإنسانية بقوة الضغط والإكراه الى نموذج عولمة، كما ان انتشار ظاهرة العولمة وما حملته من متغيرات علمية وتقنية، فاقمت من حدت هذه الازمة؛ من جراء التداعيات الاجتماعية والثقافية التي أثرت على أنماط الحياة ووسائلها ومتطلباتها أي عبرت كل الخصوصيات في تحد لم يسبق له مثيل في تاريخ البشرية لتترك الإنسان يعيش الجحيم في عبثية القلق والتوتر والمصير المفتوح على فصول الآتي مجهول. Summary: There is no doubt that the change in the patterns of human behavior is closely linked to the change in the form of values, which is one of the most important determinants of its formation. This change is a fundamental requirement for building a modern state based on the values of modernity, the most important of which are the values of citizenship, democracy and human rights. These values are the main entrance to rebuilding society and guiding it towards its goals of freedom, justice, equality, tolerance and development. In this context, a closer look is needed (because it is necessary to be superficial, not browser) to the reality of Algerian society to reach a general conclusion about its ability to try to overcome all the tragic and tragic situations in which all ethical values, Internal and external. What can be said is that the experience of the modern Arab state during the past decades indicates that it did not succeed in establishing the values of modernity in general and the values of citizenship in particular as the source authority and legitimacy.
