الملخص

ملخص دأبت العديد من التشريعات و الانظمة السياسية للعديد من الدول الى اعتماد النقود الالكترونية كوسيلة دفع و وفاء تسهل على المتعاملين الاقتصاديين والمستهلكين تكاليف و أعباء كثيرة نشأت مع نشأة النقود الكلاسيكية لاسيما في تأمينها و ادخارها و نقلها و رقابة حركتها. و هذه المعوقات ليست على سبيل الحصر، تكلف أعباء في غنا عنها ، ما دفع بالمبتكرين و المبدعين الى خلق وسيلة دفع جديدة تتماشى و التطور الحاصل في مجال المعلوماتية ، فكان للعديد من الدول تبني تشريعات و تنظيمات من اجل فسح المجال لهذه النقود لتأخذ مكانها تدريجيا في سوق العملات ، و لما لا لكي تأخذ مكانا رائد في السوق بدلا من النقود الكلاسيكية و التي بدورها كانت في وقت مضى إبداعا بشريا ، و إن كان من بد عدم الوقوف عند هذا الحد و تجاوزه لما هو انفع منه . كلمات مفتاحية : النقود الإلكترونية ، التجارة الإلكترونية ، دفع إلكتروني ، تكنولوجيا المعلومات، انترنت.، بطاقات الائتمان . Abstract Many legislations and political systems in many countries have adopted electronic money as a means of payment and fulfillment, facilitating the many costs and burdens for economic operators and consumers that arose with the emergence of classical money, especially in securing it, saving it, transporting it, and controlling its movement. These obstacles are not limited to them, they cost unnecessary burdens, which prompted innovators and creators to create a new means of payment that is in line with the taking development place in the field of information technology. Many countries had to adopt legislation and regulations in order to make room for this money to gradually take its place in the currency market, and why not, to take a leading position in the market instead of... Classic money, which in turn was once a human creativity, although it is necessary not to stop at this limit and go beyond it for what is more beneficial.
