الثقافة البيئية كرقابة اجتماعية من أجل حماية البيئة الحضرية Environmental Culture As Social Control In Order To Protect The Urban Environment

الملخص

نتطرق في هذه الورقة البحثية إلى احد أهم الأساليب المتعلقة بإعداد وتنفيذ السياسات العمومية الحضرية كعملية رد فعل اجتماعي إزاء مشكلة التدهور البيئي الخطير ،الذي ما فتئ يفتك بالمدن بصفة مستمرة ماديا وايكولوجيا بسبب تنامي ممارسات لا ترقى إلى الاستجابة إلى القيم والمعايير الاجتماعية المشتركة للإفراد، ويتفق الخبراء والمختصون في المجال البيئي بأن الثقافة البيئية تعتبر بمثابة إحدى الأدوات الوظيفية والتي بإمكانها ممارسة الرقابة الاجتماعية فيما يتعلق بالمسائل البيئية ومن هنا سنحاول في هذا البحث إلى التعرف على مدى فعالية وجاهزية أدوات نشر الثقافة البيئية من اجل إنجاح السياسات العمومية الحضرية المعتمدة من طرف السلطات العمومية داخل الوسط الحضري وذلك من اجل إنتاج مجال اجتماعي بعيدا عن السلوكات الإنحرافية إزاء البيئة والذي يحقق الرفاهية والأمن للأفراد. Abstract: In this research paper, we tackle one of the most important methods related to the workout and implementation of urban public policies as a process of social reaction to the problem of critical environmental decadence, which has been destroying cities on an ongoing basis, both materially and ecologically due to the growing practices that do not rise to responding to the common social values and standards of individuals. Experts and specialists in the environmental field agree that environmental culture is considered as one of the functional tools that can exercise social control in relation to environmental issues, and from this latter we will try in this research to identify the effectiveness and readiness of environmental culture displaying tools for the success of urban and public policies which are adopted by the public authorities within the urban environment in order to produce a social field away from the deviant bahaviors towards the invironment which achieves welfare and security of the individuals.
