الملخص
تهدف هذه الدراسة التحليلية إلى تحديد مدى التوجه نحو الخدمات البيومترية الإلكترونية على مستوى بلدية البويرة خلال الفترة (2015-2023)، مع أخذ المصلحة البيومترية كنموذج دراسة حالة؛ حيث إنتهج الباحث كل من المنهج الوصفي التحليلي والمنهج الإحصائي في مختلف مسارات إعداد البحث. كما إستخدم أداة الملاحظة بالمشاركة، والمقابلة الحرة مع موظفين في المصلحة البيومترية من أجل جمع البيانات والمعلومات لتأكد من صحة فرضيات الدراسة. وبالنسبة للنتائج الدراسة، فقد توصلت إلى أن تبني النظام البيومتري الإلكتروني كنموذج جديد في الجزائر، قد حقق تطورا كبيرا في هذا المجال، ولاسيما أنه تجسد في نجاح بلدية البويرة بالتوجه نحو توفير مجموعة من الخدمات البيومترية الإلكترونية في مجال إستخراج وثائق الهوية، تنقل الأشخاص والمركبات، مما أدى إلى تحسين رضا المواطنين، زيادة الأمن وموثوقية الوثائق، الحد من الاحتيال والفساد. This analytical study aims to determine the extent of the trend towards electronic biometric services at the municipal level in Bouira, Algeria, during the period (2015-2023), with a focus on the biometric department as a case study. The researcher used both the descriptive-analytical and statistical methods in different process of study preparation. and used the tools of participatory observation and free interviews with employees in the biometric department were used to collect data and information to verify the study's hypotheses. As for the study results, it was found that the adoption of an electronic biometric system as a new model in Algeria has achieved significant progress in this field, particularly evident in the success of Bouira municipality in providing a range of electronic biometric services in the areas of identity document, people and vehicles movement. This has led to improved citizen satisfaction, increased security and document reliability, and a reduction in fraud and corruption.
