الملخص
ملخص: تعتبر فكرة اعادة هندسة العمليات الادارية في مؤسسات الجماعات المحلية خاصة في مجال خلق الثروة من المواضيع المستجدة والتي لا زال فقهاء القانون الاداري وعلماء الاقتصاد يحاولون ايجاد الكتابات المناسبة لتطبيق هذه النظرية، لكونها نظرية ظهرت وتطورت في مجال الشركات الخاصة، وعلى هذا الاساس ظهرت اشكالية التطبيق في مؤسسات القطاع العام لاسيما الجماعات المحلية. و عليه بدأ النقاش حول فكرة التغيير الجزئي بدل التغيير الجذري أو الكلي الذي يستعمل في مؤسسات ومنظمات القطاع الخاص. صحيح ان الهدرة قد حققت نتائج كبيرة في الشركات التي طبقتها. وهو ما تهدف اليه مؤسسات القطاع العام وفي مقدمتها البلدية والولاية في الجزائر . Abstract : The idea of recreating the theory of reengineering business is considered as a new idea, especially in the field of creating wealth in public sector, But until these days it cannot be done. Administrative scientists, law jurists and economists still now try to find the adequate way to apply it in the general institutions like municipalities, Ministries…etc. Because this theory was emerged and flourished in the domain of private sector In the eighties and nineties. The discussion actually began around the idea of partial change instead of radical or total change, which is used in business and private organizations. It is true that reengineering has achieved a significant results in companies of all sizes. And this is what public sector institutions aim to achieve it , especially at the level of Local units in Algeria.
