الملخص
ملخص : إن الهدف من هذه الدراسة هو تسليط الضوء على الأهمية الكبيرة التي تكتسيها الجباية المحلية كمصدر هام لتمويل الجماعات المحلية، من خلال التطرق إلى أهم الضرائب والرسوم المكونة للجباية المحلية للجماعات المحلية؛ وبالنظر إلى الدور الحيوي الذي تلعبه الجماعات المحلية، على اعتبار أنها الفاعل الأساسي بجانب الدولة، والجهاز المنفذ للسياسة التنموية لها من خلال الصلاحيات المخولة لها قانوناً، فهي مطالبة بترقية التنمية المحلية، بل جعلها من أولى أولوياتها ضمن المخططات التنموية المعتمدة على مستواها، بالإضافة إلى دورها الأساسي والمحوري من جانب التنسيق بين مختلف الفاعلين المحليين في .القطاعين الخاص والعام، وحتى الفاعلين الجهويين في تحقيق وترقية بالتنمية المحلية.
