الملخص

تهدف هذه الدراسة إلى التعريف بالحوكمة الالكترونية والبحث في الآليات والإمكانيات التي يمكن أن تقدمها في دعم الأنظمة القانونية والتنظيمية والسياسية لتحسين كفاءة وفعالية أداء وخدمات الإدارة العامة، مع الكشف عن واقع هذا التوجه الجديد بالجزائر. توصلت الدراسة إلى نتيجة أساسية مفادها أن الحوكمة الالكترونية مدخل مهم في إصلاح إدارة المؤسسات العامة وتحسين كفاءتها في تقديم الخدمات العامة للمواطنين والحفاظ على استمراريتها في ظل الديناميكية المجتمعية التي تعرفها الجزائر. This study aims to introduce electronic governance and research the mechanisms and capabilities that it can provide in supporting the legal, regulatory and political systems to improve the efficiency and effectiveness of public administration performance and services, while revealing the reality of this new trend in Algeria. The study reached a basic conclusion that electronic governance is an important input into reforming the management of public institutions, improving their efficiency in providing public services to citizens, and maintaining their continuity in light of the societal dynamism that Algeria is experiencing.
