مخطط التهيئة السياحية كآلية قانونية لتحقيق السياحة المستدامة في الجزائر

الملخص
تعد السياحة أحد القطاعات الحيوية الهامة التي تسعى الدولة إلى ترقيتها وتطويرها، وذلك من خلال برنامج وطني متكامل وشامل، باعتبارها كبديل للمحروقات إن تم استغلال كل المواقع السياحية التي تملكها والعمل على تهيئتها وتنميتها تنمية منسجمة ومتكاملة في إطار مبدأ التنمية المستدامة. ومن أجل ترقية وتطوير هذا القطاع الحساس، اعتمدت الدولة إلى تفعيل مخطط التهيئة السياحية في إطار توجيهات السياسة الوطنية لتهيئة الإقليم، وكذا ما ورد في القانون رقم:03-01 المتعلق بالتنمية المستدامة للسياحة، حيث تم إسناد مهمة تنفيذ ومتابعة عملية التنمية السياحية إلى الوكالة الوطنية لتنمية السياحة، كما تتطلع السلطات العمومية إلى تحقيق التنمية الحقيقية لقطاع السياحة، لاسيما من حيث التنمية المتكاملة للمؤسسات والمرافق السياحية، بالإضافة إلى الاستفادة منها بغية خلق ثروة إضافية تساهم في بناء الاقتصاد الوطني. Abstract: Tourism is one of the important vital sectors that the state seeks to promote and develop, through an integrated and comprehensive national program, as an alternative to fuel if all the tourist sites it owns are exploited and work is done to prepare and develop them in a harmonious and integrated manner within the framework of the principle of sustainable development. In order to promote and develop this sensitive sector, the state adopted the activation of the tourism development plan within the framework of the directives of the national policy for the development of the region, as well as what was stated in Law No. 03-01 related to the sustainable development of tourism, where the task of implementing and following up the tourism development process was assigned to the National Agency. To develop tourism, public authorities also aspire to achieve real development of the tourism sector, especially in terms of integrated development of tourism institutions and facilities, in addition to benefiting from them in order to create additional wealth that contributes to building the national economy.
