الملخص
إن المشرع الجزائري وبسنه للقانون رقم 22-18 المتعلق بالاستثمار، دأب على مواصلة إصلاحاته الاقتصادية والقانونية للرفع من جاذبية الدولة الجزائرية للاستثمارات وتحسين مناخ الأعمال تمهيدا لتحقيق الاستدامة الاقتصادية، ويتجلى ذلك في جملة من المستجدات تتماشى والتطورات الراهنة على المستويين الداخلي والخارجي، لاسيما تلك المتعلقة بالتوجه نحو الرقمنة الشاملة للقطاعات في إطار متطلبات الثورة الصناعية الرابعة، والتخلي عن الأساليب الخدماتية التقليدية الداعمة للبيروقراطية الإدارية والمساهمة في ضآلة المردودية العملية. وفي هذا الشأن أنشئت المنصة الرقمية للمستثمر باعتبارها تقنية مستحدثة يسند تسييرها إلى الوكالة الجزائرية لترقية الاستثمار، تعمل على مرافقة ومتابعة المشاريع الاستثمارية منذ تسجيلها وخلال فترة استغلالها، وتعنى بتوفير كافة المعلومات المرتبطة بمناخ الاستثمار في الجزائر تبسيطا للإجراءات وتجسيدا لمبدأ الشفافية في مجال الاستثمار. The Algerian legislator, with the enactment of Law No. 22-18 on investment, has been continuing its economic and legal reforms to increase the attractiveness of the Algerian state for investments and improve the business climate in preparation for achieving economic sustainability, and this is reflected in a number of developments in line with current developments at the internal and external levels, especially those related to the trend towards comprehensive digitization of sectors within the framework of the requirements of the Fourth Industrial Revolution, and the abandonment of traditional service methods that support administrative bureaucracy and contribute to low profitability. Process. In this regard, the digital investor platform was established as a new technology entrusted to the Algerian Agency for Investment Promotion, which works to accompany and follow up on investment projects from their registration and during the period of their exploitation, and is concerned with providing all information related to the investment climate in Algeria in order to simplify procedures and embody the principle of transparency in the field of investment
