دور مصالح التجارة في الحفاظ على أسعار المواد المدعمة خلال أزمة كورونا (مديرية التجارة وترقية الصادرات لولاية الشلف نموذجا)

الملخص
تهدف هاته الدراسة إلى تحديد مفهوم الدعم وأهدافه وأهم المواد المدعمة في الجزائر وإبراز دور مصالح التجارة في ضبط السوق والحفاظ على أسعار المواد المدعمة لاسيما الغذائية منها خلال فترة جائحة كورونا، من خلال الدور الذي تقوم به المديرية الولائية للتجارة وترقية الصادرات لولاية الشلف في مواجهة الممارسات التضليلية وغير النزيهة، باعتبار أن هذه المواد كانت موضوع العديد من الخروقات لاسيما من خلال رفع أسعارها أو عدم احترام هوامش الربح، أو من خلال المضاربة غير المشروعة باحتكارها بهدف خلق الندرة الناتج عنه عدم الاستقرار في السوق والارتفاع غير المبرر في الأسعار، بحيث اعتمدنا في دراستنا هاته على عرض وتحليل الاحصائيات المقدمة من طرف المديرية، أين خلصت الدراسة إلى أن تدخل مصالح التجارة ساهم في الحفاظ على استقرار أسعار السلع المدعمة بناء على حصائل الرقمية لهذه الأخيرة. This study aims to define the concept of subsidies, their objectives and the most important subsidized materials in Algeria and to highlight the role of trade interests in controlling the market and maintaining the prices of subsidized materials, especially food ones, during the period of the Corona pandemic, through the role played by the State Directorate of Trade and Export Promotion of the State of Chlef in confronting misleading and dishonest practices, considering that these materials have been the subject of many violations, especially through raising their prices or not respecting profit margins, or through speculation. Illegal monopoly in order to create scarcity resulting in instability in the market and unjustified rise in prices, so that we relied in this study on the presentation and analysis of statistics provided by the Directorate, where the study concluded that the intervention of trade interests contributed to maintaining the stability of the prices of subsidized goods based on the digital earnings of the latter.
