دور تأمين قرض الصادرات في ترقية التجارة الخارجية للدول العربية وآفاقه في ظل أزمة كوفيد-19 -المؤسسة العربية لضمان الاستثمار وائتمان الصادرات أنموذجا-

الملخص
هدفت هذه الدراسة إلى إبراز آلية تأمين قرض الصادرات، ومدى فعاليتها في تنمية التجارة الخارجية للدول العربية، ودعم المصدرين وتوفير التغطية التأمينية الكافية للحماية من المخاطر التجارية وغير التجارية، والتطرق لدور المؤسسة العربية لضمان الاستثمار وائتمان الصادرات في توفير التغطية التأمينية للمصدرين، ومختلف الإجراءات التأمينية للصادرات للحد من انعكاسات أزمة كوفيد-19. توصلت الدراسة للنتائج التالية: يساهم تأمين قروض الصادرات في دعم التجارة الخارجية للدول العربية، والإجراءات التأمينية لقروض الصادرات غير كافية على المدى البعيد لمواجه الأزمة، هناك قصور في عقود التامين المتعلقة بالأزمات الفجائية. This study aimed to highlight the mechanism of securing the export loan, and the extent of its effectiveness in developing the foreign trade of Arab countries, and to address the insurance coverage measures for export loans in order to stimulate foreign trade In light of the spread of the Covid-19 crisis; The study reached a number of results, the most important of which are: The export credit insurance mechanism contributes to stimulating exports and trade exchanges, and this enhances the growth of foreign trade for Arab countries. The insurance procedures for export loans are insufficient in the long run, and the crisis revealed the importance of the electronic approach to insurance coverage. The study concluded several proposals, the most important of which are: Creating a crisis management insurance fund for export credit insurance agencies. Adapting insurance contracts with this type of crisis and issuing their own insurance documents, keeping pace with electronic development and adapting insurance operations in line with its requirements.
