نحو تثمين مشاريع الطلبة و تشجيع روح المبادرة خدمة للتنمية الوطنية

الملخص
تهدف هذه الدراسة إلى إبراز التحول الذي غير من مسار الجامعة التقليدي الذي لم يبد سابقا اهتماما في توافر شراكة حقيقية بينها و بين مؤسسات الإنتاج ،أي عزلة الجامعة بكافة أنشطتها عن المجتمع من حيث التدريس و البحث العلمي وخدمة المجتمع،فكثير من المشاريع البحثية التي تجريها الجامعات لم تخرج إلى حيز التنفيذ و بالتالي لم يكن هناك دور للجامعة في قيادة المجتمع و تطويره،و هذا الأمر يدل على غياب السياسة و الأهداف الواضحة التي تنظم عمل الجامعة مع القطاع العام و الخاص و تحقيق الشراكة مع مؤسسات الإنتاج و هذا ما دفعنا إلى تسليط الضوء على التحول الجوهري في رؤية مؤسسات التعليم العالي (الجامعة) و توجهاتها باعتبارها مراكز أكاديمية منتجة للمعرفة و ناقلة لها،و ذلك من خلال إحكام الربط بين خطط الجامعة و خطط التنمية الاقتصادية و الاجتماعية لاسيما ما يتعلق بما جاء به القرار 1275 المؤرخ في 27 سبتمبر 2022 القاضي بتحديد كيفيات إعداد مشروع مذكرة تخرج للحصول على شهادة جامعية – مؤسسة ناشئة من قبل طلبة مؤسسات التعليم العالي و تجسيد روح المبادرة لديهم في إدارة الأعمال و إنشاء الشركات و المقاولات القائمة على الابتكار خلقا للثروة و مناصب الشغل،وقد تم اعتماد المنهج الوصفي التحليلي لإبراز المعطيات و تحليلها بما يتلاءم و موضوع الدراسة و من جملة ما توصلت إليه الدراسة من نتائج ضرورة ربط الجامعة بمحيطها الاقتصادي و الاجتماعي و تنمية روح المقاولاتية لدى الطلبة بما يساهم في إشراكهم في المسار التنموي للبلاد. This study aims to highlight the shift that has changed the University's traditional path, which has not previously shown interest in a genuine partnership between it and production institutions. The University's activities are isolated from society in terms of teaching, scientific research and community service; Many of the research projects conducted by universities did not come into effect and therefore there was no role for the university in leading and developing the community This shows the absence of policy and clear objectives that regulate the University's work with the public and private sector and the achievement of partnership with production institutions. This has led us to highlight the fundamental shift in the vision of higher education institutions. (University) and its orientation as a productive academic centre for knowledge and its carrier By linking the University's plans to the economic and social development plans, especially with regard to the provisions of Resolution 1275 of 27 September 2022 establishing the preparation of a draft graduation memorandum to obtain a university degree - an emerging institution by students of higher education institutions and the reflection of their entrepreneurship in business administration and the establishment of companies and contractors based on innovation to create wealth and job positions, The analytical descriptive curriculum has been adopted to highlight the data and analyze it in a manner appropriate to the subject matter of the study. Among the findings of the study are the need to link the university to its economic and social surroundings and to develop the spirit of entrepreneurship among students, thereby contributing to their involvement in the country's development path.
