الملخص
ملخص: تحظى الدراسات المتعلقة بحلف شمال الأطلسي بأهمية كبيرة نتيجة للمستجدات الدولية المتسارعة والدور الكبير الذي يلعبه فيها، حيث شهدت العقيدة الاستراتيجية لحلف شمال الأطلسي منذ تأسيسه عام 1949، تطورات مستمرة بما يتوافق مع طبيعة التهديدات الأمنية في كل حقبة زمنية. فقد اعتمد في البداية على عقيدة أمنية تقليدية تركزت على الدفاع الإقليمي التكتيكي. إلا أنه مع تغير السياق الأمني الدولي تحولت العقيدة لتشمل أبعادا أكثر استراتيجية مثل المشاركة في حفظ السلام والامن الدوليين. إضافة الى اعتماد خطوط امنية غير تقليدية لمواجهة الإرهاب والأخطار السيبيريانية من خلال تغيير مهامه العملياتية بغية الحفاظ على دوره الرادع عبر تكييف عقيدته بما يتناسب والتهديدات المتبدلة، وهو ما اظهر مرونته الاستراتيجية. وفي السنوات الأخيرة، شهد العالم تطورًا هائلاً في مجال التكنولوجيا والمعلوماتية، مما أدى إلى ظهور تهديدات سيبرانية متقدمة ومتنوعة تهدد الأمن الدولي والاستقرار، وهو ما دفع بالحلف الى زيادة تركيزه واهتمامه بالأمن السيبيراني، والى تحديث استراتيجياته وتعزيز قدراته في المجال ومحاولة تحقيق الهيمنة عليه. Abstract: Studies related to the North Atlantic Treaty Organization (NATO) are of great importance due to the rapid pace of international developments and the major role played by NATO globally. Since its establishment in 1949, NATO's strategic doctrine has continuously evolved to align with the nature of security threats in each era. Initially, it adopted a traditional security doctrine focused on tactical regional defense. However, with changes in the international security environment, the doctrine expanded to incorporate more strategic dimensions such as participation in international peacekeeping and security cooperation. Additionally, it embraced non-traditional security approaches to counter terrorism and cyber threats by adjusting its operational missions, aiming to maintain its deterrent role through adapting its doctrine in accordance with evolving threats— demonstrating strategic flexibility. In recent years, technological and digital transformation has significantly advanced, giving rise to sophisticated and diverse cyber threats endangering international security and stability. This prompted NATO to enhance its focus on cyber security, update relevant strategies, and strengthen related capabilities in order to achieve dominance in this domain. NATO seeks to effectively address emerging challenges through continuously adapting its doctrine over time based on a thorough assessment of the threat landscape.
