آليات مكافحة الفساد في الجزائر

الملخص
تهدف هذه الورقة البحثية إلى تحليل وتقييم ظاهرة الفساد في الجزائر ، وهي تنتظم في محورين، يتناول المحور الأوّل بالتحليل واقع ظاهرة الفساد في الجزائر التي تمّ إعمالها خلال الفترة 2001-2020 على أهم قطاعات الإقتصاد الجزائري، في حين خصص المحور الثاني من هذه الورقة البحثية إلى تحديد الاليات المتبعة في الجزائر لمكافحة الفساد. توصلنا من خلال هذه الورقة البحثية، إلى أنّ هيئات مكافحة الفساد في الجزائر، هيئات صورية، تمّ إنشاؤها إستجابةً للإتفاقيات الدّولية التي إلتزمت بها الجزائر، وليس لأغراض مكافحة الفساد داخلياً، حيث أنّ إنشاء هذه الهيئات وإخضاعها لسلطة الجهاز التنفيذي الذي كما سبقت الإشارة إليه يُعدّ المرتع الأساسي للفساد، يجعل منها فاقدةً للإستقلالية في مزاولة مهامها؛ وعليه ولأجل تفعيل دورها وإضفاء المصداقية على نشاطاتها This research paper aims to analyze and evaluate the phenomenon of corruption in Algeria, and it is organized in two axes. The first axis deals with the analysis of the reality of the phenomenon of corruption in Algeria that was implemented during the period 2001-2020 on the most important sectors of the Algerian economy, while the second axis of this research paper is devoted to Determine the mechanisms used in Algeria to combat corruption. Through this research paper, we concluded that the anti-corruption bodies in Algeria are mock bodies, created in response to the international agreements to which Algeria is bound, and not for the purposes of internally fighting corruption, as the establishment of these bodies and their submission to the authority of the executive body, which, as already mentioned, is considered a hotbed Corruption, which makes it lose the independence in carrying out its duties; Accordingly, and in order to activate its role and give credibility to its activities, Keywords: Algeria, corruption, anti-corruption mechanisms
