معوقات الاستثمار في القطاع السياحي في الجزائر – مشكلة العقار السياحي

الملخص
This research aims to highlight and clarify the most important obstacles and difficulties faced by investment in the tourism sector in Algeria, which is hidden from many researchers, especially as it is a field obstacle research, namely the problem of tourist real estate, which is considered in Algeria one of the biggest obstacles that stand in the way of everyone who tries to invest in this fertile and rich area, which he blames has been exploited best to become one of the largest areas of wealth creation, and bring hard currency to the public treasury, given that it did not abound Algeria has very large natural and material elements in this field, so that after analyzing and describing the various legal texts regulating this field, as well as addressing the various components that Algeria possesses in this field, we finally reach that the Algerian authorities must solve the problem of real estate of all kinds, especially tourism, to enable this giant sector to rise and play its full role in light of the new orientation of the Algerian state based on the creation of wealth and jobs away from oil rents. يهدف هذا البحث إلى إبراز وتوضيح أهم العراقيل والصعوبات التي يواجهها الإستثمار في القطاع السياحي في الجزائر، والذي يخفى عن الكثير من الباحثين، خاصة أنه عائق ميداني بحث، ألا وهو مشكل العقار السياحي، الذي يعتبر في الجزائر من أكبر العراقيل التي تقف حجر عثرة في وجه كل من يحاول الإستثمار في هذا المجال الخصب والغني، الذي لوم تم أستغلاله أحسن إستغلال لأصبح من أكبر المجالات خلقا للثروة، وجلبا للعملة الصعبة للخزينة العمومية، نظرا لم تزخر به الجزائر من مقومات طبيعية ومادية كبيرة جدا في هذا المجال، لنصل في الأخير بعد التطرق بالتحليل والوصف لمختلف النصوص القانونية المنظمة لهذا المجال، وكذا التعرض لمختلف المقومات التي تحوزها الجزائر في هذا المجال، أنه وجب على السلطات الجزائرية حل إشكالية العقار بكل أنواعه، وخاصة السياحي، لتمكين هذا القطاع العملاق من النهوض، وتأدية دوره الكامل في ظل التوجه الجديد للدولة الجزائرية المبني على خلق الثروة ومناصب العمل بعيدا عن الريع النفطي.
