With a view to balancing the State's right to punishment with the victim's right to compensation, legislation has sought alternatives to public prosecution to alleviate the burden, owing to the large number of cases. The peace is a procedural legal system, an exception to the general rules of the Code of Criminal Procedure. These rules, which confer on the Public Prosecutor's Office the obligatory power to initiate public proceedings, for all offences in respect of which a complaint relates. Once the Public Prosecutor's Office proceeds, the Public Prosecutor's Office is obliged to proceed until it reaches its conclusion and reaches its normal course through a verdict.
