الملخص
الملخص: تعرضت الدراسة للعلاقات بين الاتحاد الأوربي والجزائر من زاوية ممارسة الاتحاد للمشروطية الديمقراطية، وذلك من خلال المشاريع التي عرضها الطرف الأوروبي على نظرائه من جنوب المتوسط عموما. وسجلت أن الاتحاد الأوروبي افتقد للصرامة والحزم وتعامل بانتقائية في ممارسته للمشروطية الديمقراطية، حيث تغلب منطق المصالح البراغماتية والهواجس الأمنية على الخطاب المثالي في التعامل مع دول الضفة الجنوبية للمتوسط ومنها الجزائر، والتي تمنعت تجاه النفوذ الأوروبي بفضل ورقة الموارد الطاقوية خاصة. Abstract : The study examined the relations between the European Union and Algeria in terms of the practice of democratic conditionality, through projects presented by the European party to its counterparts from the southern Mediterranean in general. The study concludes that the EU lacks rigor and firmness and dealt selectively in its practice of democratic conditionality, as the logic of pragmatic interests and security concerns prevails over idealistic rhetoric in dealing with the countries of the southern shore of the Mediterranean, including Algeria, which have been kept out of European influence thanks in particular to the energy resource card.
