اللاجؤون والأوبئة بين تعدد الحقوق وغياب الحلول - أزمة كوفيد نموذجا -

الملخص
ملخص: تهدف هذه المقالة إلى القاء الضوء على واقع اللاجئين في ظل تفشي الأوبئة من خلال دراسة تأثير جائحة كورونا على هذه الفئة في ظل وجود مجموعة من القواعد القانونية التي تحميهم ووجود العديد من المنظمات الدولية التي هرعت لمساعدة هذه الفئة، في الوقت الذي لم تسلم فيه كل دول العالم وحتى المتقدم منها من الخسائر في الأرواح والاقتصاد رغم قيامهم بإجراءات وقائية، واتخاذهم كافة التدابير، فكيف عانت هذه الفئة في مخيمات اللاجئين وهي بالأساس تعاني من نقص في الأساسيات من الغذاء والتعليم والعلاج. يستعمل هذا المقال المنهج الوصفي لوصف هذه الفئة والتحليلي من خلال تحليل التقارير الدولية الصادرة عن المنظمات لاسيما تقارير المفوضية السامية لشؤون اللاجئين لمعرفة مدى تطابقها مع قواعد القانون الدولي لحماية اللاجئين، لكن الواقع يؤكد أن رغم الجهود المقدمة من مختلف الدول والمنظمات الحقوقية إلا أن جائحة كورونا ساهمت في تدهور حياة اللاجئين في مختلف دول العالم لاسيما اللاجئين الصحراويين في تيندوف واللاجئين السوريين في الأردن. Abstract: This article aims to shed light on the reality of refugees in light of the outbreak of epidemics by studying the impact of the Corona pandemic on this category in light of the existence of a set of legal rules that protect them and the presence of many international organizations that rushed to help this category, at a time when all countries of the world, even the developed ones, were not spared from the loss of lives and the economy despite taking preventive measures, and taking all measures, so how did this group suffer in refugee camps when they are mainly suffering From a lack of basics of food, education and treatment. This article uses the descriptive approach to describe this category and analysis by analyzing the international reports issued by organizations, especially the reports of the United Nations High Commissioner for Refugees (UNHCR), to determine their conformity with the rules of international law for the protection of refugees, but the reality confirms that despite the efforts made by various countries and human rights organizations, the Corona pandemic has contributed to the deterioration of the lives of refugees in various countries of the world, especially Sahrawi refugees in Tindouf and Syrian refugees in Jordan.
