الملخص
إن البحث في مسألة الرشادة في إدارة الحكم إنما يرتبط بمدى شرعية النظام السياسي المنتهج في الدولة من خلال حرصه الدائم على تقديمه لأطر قانونية ومؤسساتية شاملة للعملية الديمقراطية ومقبولة من المواطنين، فالتحديات الكبيرة التي أملتها التحولات العالمية الراهنة على الدول المختلفة، وبشكل خاص الدول النامية ومنها الجزائر، والتي تعكس تفاقم التهديدات الأمنية والفقر، وزيادة عولمة المشاكل الاجتماعية والاقتصادية واتساع حجم المجتمعات كل ذلك فرض على هذه الدول أن تأخذ بتوجهات مختلفة حول كيفية إدارة حكوماتها، وتحقيق الحاجات الإنسانية وأداء الوظائف المجتمعية. وفي هذا الصدد فان النظام السياسي الجزائري اجتهد في مسايرة التطورات العالمية والمحلية الراهنة بذكاء سياسي متميز، واحدث تعديلات دستورية غاية في الأهمية من اجل الوصول الى تكريس شرعية الدولة و تدعيم فعاليتها، وتحقيق الرشادة في حكمها. The research on the issue of rationality in governance is related to the legitimacy of the political system adopted in the state through its constant keenness to provide comprehensive legal and institutional framework for the democratic process. Exacerbating security threats and poverty. The increase in the globalization of social and economic problems and the expansion of the size of societies all imposed on these countries take different directions on how to manage their governments, fulfill human needs and perform societal functions. The Algerian political system has strived to keep pace with current global and local developments with distinguished political intelligence, and the latest very important constitutional amendment in order to reach the consolidation of the state’s legitimacy, enhance its effectiveness, and achieve rationality in its rule.
