دور التعاون المؤسساتي والأمني في الوقاية من جرائم الفساد

الملخص
أدى انتشار فكرة الحكم الراشد في خطابات المؤسسات الدولية والحكومات، إلى ظهور عدة جهود من أجل الوقوف في وجه ظاهرة الفساد على المستوى الدولي والاقليمي والوطني. وضمن هذا السياق بادرت الجزائر إلى التصديق على كل من اتفاقية الأمم المتحدة لمكافحة الفساد، وكذا التصديق على اتفاقية الاتحاد الافريقي لمنع الفساد ومكافحته. والجزائر كغيرها من دول العالم الثالث على وجه الخصوص تعاني من مشكلة ظاهرة الفساد التي تنخر الاقتصاد الوطني وتهدد التماسك الاجتماعي للدولة، وهو ما دفع بالمشرع الجزائري إلى تبني قانون خاص بمكافحة الفساد، ينص على وجود هيئات وآليات قانونية هدفها الوقاية من ظاهرة الفساد وذلك على الصعيدين المحلي والدولي. The widespread idea of good governance in the discourses of international institutions and governments has led to several efforts to combat corruption at the international, regional and national levels. In this context, Algeria has initiated the ratification of the United Nations Convention against Corruption and the African Union Convention on the Prevention and Control of Corruption. Algeria, like other Third World countries in particular, suffers from the problem of corruption, which ravages the national economy and threatens the social cohesion of the state, which has prompted the Algerian legislator to adopt an anti-corruption law, which provides legal bodies and mechanisms to prevent corruption, both nationally and internationally
