إستراتيجية الإتحاد الأوروبي على ضوء مسار برشلونة: الإتحاد من أجل المتوسّط

الملخص
تسعى الورقة البحثية إلى تسليط الضوء على أحد أبرز القضايا بمنطقة الحوض المتوسّطي، والمتمثلة في فكرة الإتحاد المتوسّطي أو الإتحاد من أجل المتوسّط، منذ صيغتها الأولية التي طرحها الرئيس الفرنسي الأسبق نيكولا ساركوزي في فترة ترأّس فرنسا للإتحاد الأوروبي منذ بداية شهر جويلية 2008 وانعقاد قمة باريس، وكذا تبيان أن أهم العقبات التي مازالت تواجه المبادرات المتوسّطية هي قضية الصراع العربي - الصهيوني، حيث تبقى المنطقة في انتظار تطبيق وتجسيد برنامج جدي وحقيقي لتحقيق الغرض المنشود من المبادرة، وقد توصّلت الدراسة إلى أنه يجب البحث عن مواضع الخلل وأسباب العجز والفشل لمعالجتها من أجل إقرار السلم والإستقرار في الإقليم المتوسّطي. This research paper aims toward highlighting one of the most prominent cases in the Mediterranean basin; that of the Euro - Mediterranean Partnership, Starting from its first drafts proposed by the former French president Nicolas Sarkozy during his presidency from early July 2008, and the holding of the Paris Summit, Also, presenting the main hurdles that are still facing the initiatives from all parties including the Arabic - Zonists conflict, The Area is awaiting a real application and a serious program from the Barcelona Process initiative for its final anticipated goal, Thus, the study concluded that there must be strong effort in locating weak spots and shortcomings which can lead toward failure, so they can be treated properly for peace and stability in Mediterranean basin.
