الآليات الوقائية والعلاجية الدولية لمكافحة المخدرات

الملخص
ملخص: إن مكافحة مشكلة المخدرات مسؤولية عالمية عامة مشتركة، يجب معالجتها في إطار متعدد الأطراف من خلال إتباع نهج متكامل ومتوازن بما يتفق مع مقاصد ميثاق الأمم المتحدة ومبادئه وأحكام القانون الدولي. وتركزت الجهود الدولية لمكافحة المخدرات من خلال إتباع وتطبيق السياسة الوقائية والعلاجية، التي تهتم باتخاذ التدابير الاحترازية الكفيلة بالحماية والوقاية من ارتكاب جرائم المخدرات، والداعية إلى معالجة المتعاطين لإزالة أسباب التسمم لديهم. وتمت دراسة بحث الآليات الوقائية والعلاجية الدولية لمكافحة المخدرات في مبحثين متوافقين مترابطين، ما أسفرا عن أهم التوصيات المتمثلة في ضرورة أن تتعاون الدول الأعضاء بالاتفاقيات الخاصة بمكافحة المخدرات تعاونا وثيقا مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، ومنظمة الصحة العالمية، والهيئة الدولية لمراقبة المخدرات، والمنظمات الدولية والإقليمية الأخرى، ومع الأوساط العلمية، من أجل المساهمة في التقييم العلمي للسياسات المتعلقة بالحد من عرض المخدرات والطلب عليها، وأسواق المخدرات، والجريمة المتصلة بالمخدرات. Abstract: Combating the drug problem is a common global responsibility that must be addressed in a multilateral framework through an integrated and balanced approach consistent with the purposes and principles of the United Nations Charter and the provisions of international law. International efforts to combat drugs have focused on following and applying the preventive and treatment policy, which is concerned with taking precautionary measures to protect and prevent drug crimes, and which calls for treating drug users to remove the causes of their poisoning. The study of the international preventive and therapeutic mechanisms for drug control was studied in two compatible, interrelated topics, which resulted in the most important recommendations represented in the necessity for the member states of the drug control conventions to cooperate closely with the United Nations Office on Drugs and Crime, the World Health Organization, the International Narcotics Control Board, and international and regional organizations. The other, and with the scientific community, in order to contribute to the scientific evaluation of policies related to drug supply and demand reduction, drug markets, and drug-related crime.
