الأزمة الصحية لفيروس كوفيد 19 في إعاقة مسار الهجرة-استعراض للحقائق-

الملخص
يهدف المقال لدراسة مسار الهجرة في ظل جائحة كورونا باعتباره موضوع من بين اهم المواضيع التي باتت تشغل اهتمام جميع دول العالم، وذلك من خلال البحث في الوضع المستجد الذي تشكله الازمة الصحیة لكوفید -19 " جائحة " بالمفهوم التقني والقانوني المتداول ، والذي قرر ته منظمة الصحة العالمیة "OMS "نتیجة آثاره الممتدة عبر الحدود، و الذي ترتب علیه الإعلان عن الطوارئ العامة الدولیة ، الأمر الذي أثَر فعلیا وبشكل جسیم على حركة الهجرة عبر الدول، و التي تعتبر من اكثر القضايا حساسية لارتباطها بعدة عوامل متعددة منها الأمنية والاجتماعية والاقتصادية والصحية، خاصة في ظل إنتشار فيروس كورونا باعتباره نمطا جديدا من الازمات الاستثنائية والتي إستدعى تعامل الحكومات والهيئات الدولية معه بشكل سريع باتخاذها جملة من الإجراءات والتدابير الوقائية، على ان توضح دراسة إشكالية الهجرة وجائحة كوفيد 19 اهم الاثار الصحية الناشئة عنها، باعتباره اثر عابر للحدود، على أن تتضمن الدراسة جملة من المفاهيم وعلى راسها مفهوم الهجرة لكونه مفهوم مركب، وكذا اهم تعريفات الخاصة بفيروس كورونا والازمة الصحية، وقد تم إستخدام المنهج الوصفي التحليلي بغرض الوصول إلى نتائج أهمها اعتبار فيروس كورونا تهديدا لنظام العام والصحي، والذي اثر بشكل فعلي على مسارها فكلف هذه الأخيرة بالتدخل بغلق الحدود واتخاذ التدابير في مواجهتها، توجيها حركتها The article aims to study the migration path in light of the Corona pandemic, as it is one of the most important topics that have become of interest to all countries of the world, by researching the new situation posed by the health crisis of the Covid-19 “pandemic” in the technical and legal concept in circulation, which was decided by the World Health Organization. “OMS” as a result of its cross-border effects, which resulted in the declaration of an international public emergency, which effectively and seriously affected the movement of migration across countries, which is considered one of the most sensitive issues due to its connection to several factors, including security, social, economic and health, especially In light of the spread of the Corona virus as a new type of exceptional crises, which necessitated the rapid response of governments and international bodies with it by taking a number of preventive measures and measures, provided that the study of the problem of migration and the Covid-19 pandemic clarifies the most important health effects arising from it, as a cross-border effect, provided that it includes The study includes a number of concepts, on top of which is the concept of migration because it is a complex concept, as well as the most important definitions of the Corona virus and the health crisis.
