المشكلات الناتجة عن تسيير البلدية للمدارس الابتدائية - دراسة ميدانية على عينة من مدارس بلدية الجلفة-

الملخص
تعاني المدارس الابتدائية من مشاكل متعددة بسبب تبعيتها للبلدية –من حيث الانشاء والصيانة والتسيير والتجهيز بكل ما تحتاجه من وسائل تربوية وبيداغوجية وعمال-ولقد قمنا بهاتة الدراسة من أجل الوقوف على هاته المشاكل وطبيعتها ومعرفة مدى تأثيرها على السير الحسن لعملية التعليمية التعلمية ، وتمدرس التلاميذ . وكان ميدان دراستنا هو المدارس الابتدائية بولاية الجلفة ،ومجتمع دراستنا هو مديرو المدارس الابتدائية ،وتم اختيار عينة قدرت ب :76مفردة من مجتمع الدراسة السالف الذكر. واستخلصنا في دراستنا أن جل المدارس الابتدائية تعاني من مشاكل في التجهيز، كانعدام قاعات للأساتذة ،وغياب شبه كلي للوسائل، والتجهيزات البيداغوجية والتربوية , كما تعاني من مشاكل في التسيير ,كالانعدام الكلي للعمال والحراس في جل المدارس ونقصه في بقيتها مما يعرض مدارسنا للإهمال ،والسرقة، والتخريب , واللأمن، وانعدام النظافة . وخلصنا في الاخير الى : ضرورة اعطاء المدرسة الابتدائية مكانتها وقيمتها كمؤسسة تنشئة اجتماعية قاعدية فهي تستقبل ابناءنا في سن حساسة, وتزودهم بأبجديات التربية , وتغرس فيهم القيم والمبادئ لانهم جيل المستقبل، وحتى يتأتى ذلك لابد من ضرورة فصل المدرسة عن البلدية ، والحاقها بوزارة التربية الوطنية , واعطائها الاستقلالية التامة ماديا ومعنويا ، على غرار المتوسطات والثانويات Primary schools suffer from multiple problèmes due to their dependence on the municipality - in terms of construction, maintenance, running and processing with all the educational, educational, and practical means they need - and we have done so in order to learn about these problems and their nature and to know how well they affect the educational process and teach students. And our field of study was the elementary schools in the state of Al-Jilaf, and our school community is the administrators of these schools, in a sample capacity of 76 singles. In our study, it was concluded that most primary schools suffer from problems of processing, such as the lack of teachers' rooms, the almost total absence of means, school and educational equipment, and problems of running, such as the total lack of workers and guards in most schools and their elimination in the rest of them, exposing our schools to neglect, theft, vandalism, insecurity and lack of hygiene. Finally, we have concluded that primary school must be given its status and its value as an institution of basic social upbringing. It receives our children of a sensitive age, provides them with the alphabets of education, and inculcates in them values and principles because they are the future generation. For this to happen, it is essential that the school be separated from the municipality, attached to the Ministry of National Education and given full physical and moral independence, along the lines of averages and secondary schools.
