مشاريع الرقمنة في الجزائر: تقييم مشروع معلمة المخطوطات للمجلس الأعلى للغة العربية على ضوء إرشادات الإتحاد الدولي لجمعيات ومؤسسات المكتبات Ifla لرقمنة الكتب النادرة والمخطوطات

الملخص
الملخص: شدت المخطوطات في الجزائر خلال السنوات الأخيرة اهتمام العديد من المؤسسات العلمية، نظرا لما تحمله في طياتها من كنوز معرفية، ومن بين هذه المؤسسات نجد المجلس الأعلى للغة العربية، الذي يعد من المؤسسات الرائدة في الجزائر الداعمة للبحث العلمي من خلال العديد من المشاريع، من بينها مشروع معلمة المخطوطات. سعينا من خلال هذه الدراسة إلى تسليط الضوء على مشروع معلمة المخطوطات من خلال تقييمه على ضوء إرشادات الإتحاد الدولي لجمعيات ومؤسسات المكتبات IFLA في طبعتها لسنة 2014 لرقمنة الكتب النادرة والمخطوطات، من خلال الوقوف على أهداف المشروع ومراحله، إضافة إلى الإجراءات المتبعة والإمكانيات المسخرة، وصولا إلى تقييم المشروع، لنخلص في الأخير إلى أن هذا المشروع يعد ناجحا إلى حد بعيد، نظرا لاحترامه الشروط المنهجية والعلمية، إضافة إلى البيئة الملائمة وتوفر الإمكانيات المادية والمورد البشري الكفء والمؤهل. Abstract: During the last years manuscripts has captured the interest of many scientific institutions in Algeria considering the knowledge treasures it encompasses. One of these institutions is the Supreme Council of the Arabic language seen as one of the pioneering institutions in Algeria in scaffolding scientific research through many projects such as The Manuscripts Encyclopedia. Through the present study, we sought to shed light on The Manuscripts Encyclopedia by evaluating it in light of the guidelines of the International Federation of Library Associations and Institutions (IFLA) in its 2014 edition for digitizing rare books and manuscripts. The study identifies the objectives and stages of the project, in addition to the procedures followed as well as the exploited resources, then the evaluation of the project. The study conclusion showed that this project is considered successful to a considerable extent, due to its respect for the methodological and scientific conditions in addition to the appropriate environment as well as the availability of material capabilities, efficient and qualified human resources.
