الملخص

إن أخلاقیات أي مھنة هي بمثابة البوصلة التي ترشد مھنییھا للسلوك الصحیح. ویبدو الأمر ذو أھمیة كبیرة كذلك بالنسبة للمھنة المكتبیة لما تتمیز به من قدسیة ودور كبیر في حفظ المعرفة البشریة وإتاحتھا لتطویر الحضارة الإنسانیة منذ أن عرف الإنسان الكتابة، تهدف هذه الورقة إلى تقديم مدونة قواعد الأخلاق والسلوك المهني مع سلسلة من المقترحات التي وافقت عليها اللجنة التوجيهية للإتحاد الدولي لجمعيات ومؤسسات المكتبات في أوت 2012. إنها بمثابة أداة إرشادية لأخصائيي المعلومات في ممارساتهم اليومية وكمواد مرجعية لجمعيات المكتبات والمعلومات عند كتابة أو مراجعة التعليمات البرمجية الخاصة بهم. كما أننا نحاول الوقوف على الواقع المعيش من خلال التكنولوجيات المتاحة بالمكتبات الجامعية والمأمول من حوكمتها. والإشكالية المطروحة هي: فیما تتمثل أھم وأبرز الضوابط الأخلاقیة التي یقوم علیھا سلوك مھني المكتبات؟ ماذا نقصد بحوكمة تكنولوجيا المعلومات في المكتبات لأكاديمية؟ وما مدى التزام أخصائيي المعلومات بأخلاقيات وحوكمة المكتبات الجامعیة؟ The ethics of any profession are a compass that guides its professionals to correct behavior. The matter also seems to be of great importance for the office profession, given its sanctity and great role in preserving human knowledge and making it available for the development of human civilization since man knew writing. This paper aims to present a code of ethics and professional conduct with a series of proposals that were approved by the Steering Committee of the International Federation of Library Associations and Institutions in August 2012. It serves as a guiding tool for information professionals in their daily practices and as reference material for library and information associations when writing or reviewing their code. We are also trying to understand the living reality through the technologies available in university libraries and what is expected from their governance. The problem raised is: What are the most important and prominent ethical controls on which the behavior of library professionals is based? What do we mean by IT governance in academic libraries? To what extent are information specialists committed to the ethics and governance of university libraries?
