الملخص
نهدف من خلال هذه الدراسة إلى الكشف عن طبيعة معوقات تطبيق البلدية الالكترونية من وجهة نظر الأمين العام للبلدية ، حيث سنركز في دراستنا هذه على ثلاثة معوقات أساسية قسمناها على النحو التالي: المعوقات الشخصية كالمستوى التعليمي للموظف وقلة المورد البشري المؤهل وكذا المعوقات الناشئة عن طبيعة التنظيم من خلال التركيز على تصورنا لتقنية التحاضر عن بعد visioconférence من الإدارة المركزية في شرح التطبيقات ، والمعوقات ذات العلاقة بالجانب التقني من خلال الأخطاء الموجودة على مستوى التطبيقات ، والتدارك المتأخر للهفوات ، وقد خلصنا في هذه الدراسة إلى مجموعة من النتائج والمقترحات الرامية إلى إيجاد حلول لتلك المعوقات والتي من شأنها أن تنعكس إيجابا على أداء الموظف في الجماعات الإقليمية لتقديم خدمة عمومية وتحسين المرفق العمومي من جهة وتساهم في تقريب الإدارة من المواطن من جهة أخرى. Abstract: We aim through this study to reveal the nature of the obstacles facing the application of the electronic municipality from the point of view of the Secretary-General of the municipality. The study will focus on three main obstacles, which we divided as follows: Personal obstacles such as employee's educational level and the lack of qualified human resources, obstacles arising from the organization's nature by focusing on our perception of the visioconférence technology from the central administration in explaining applications, obstacles related to the technical aspect through the errors found at the level of applications, and their late correction ,The study concluded with a set of results and proposals aimed at finding solutions to these obstacles, which would positively reflect on the performance of employees in regional communities as to provide a better public service on one hand, and contribute in bringing the administration closer to the citizen on the other hand.
