الأساليب المستخدمة في تسيير الموارد المالية لصناديق الضمان الاجتماعي: تقييم لتجارب عربية

الملخص
تهدف هذه الورقة البحثية تسليط الضوء على إشكالية الاستدامة المالية لقطاع الضمان الاجتماعي على مستوى عيّنة من الدوّل العربية، وذلك من خلال تبيان أساليب وأدوات السياسة الاستثمارية التي انتهجهتها مختلف الأنظمة الاجتماعية التابعة لهذه الاقتصاديات. ومن خلال قراءة تحليلية لسيرورة القواعد التسيررية التي ينّص عليها الفكر المالي لهذه المؤسسات المالية واستعراض واقع تطبيقها على مستوى عينة الاقتصاديات العربية، توصلت هذه الورقة الى أنّ إشكالية الاستدامة المالية وان كان هدفا معرّفا ضمن سياسة النظام الاجتماعي لكلّ اقتصاد الاّ أنّ تجسيده ميدانيا ما يزال يعيدا عن الأهداف المسطرة. بسبب ضيق السياسة الاستمارية المتبعة وارتفاع درجة المخاطر الى جانت التفاوت في درجة الإنجاز بين غالبية الاقتصاديات العربية وهو ما يتطلّلب بذل جهود استثمارية أكثر. الكلمات المفتاحية: الحماية الاجتماعية. الضمان الاجتماعي، الاستدامة المالية، السياسة الاستثمارية، الاقتصاديات العربية تصنيف JEL: G52، G22 This research paper aims to shed light on the problem of financial sustainability of the Social Security Sector at the level of a sample of Arab countries, by showing the methods and tools of investment policy adopted by the various social systems of these economies. Through an analytical reading of the process of the rules of facilitation provided for by the Financial thought of these financial institutions and a review of the reality of their application at the level of the sample of Arab economies, this paper concluded that the problem of financial sustainability, although it is a defined goal within the policy of the social system of each economy, but its embodiment in the field is still far from the objectives established. Due to the narrow form policy followed and the high degree of risk to the disparity in the degree of achievement among the majority of Arab economies, which requires more investment efforts.
