الملخص
الملخص: تميز نظام الضمان الاجتماعي خلال الفترة ما بين 1962 إلى 1983 بتعدد أنظمته حيث وصل إلى إحدى عشر (11) نظاما كما تميزت هذه الفترة بنوع من الغموض والتعقيد في التسيير والهيكل التنظيمي أين بدأت عملية إعادة التنظيم وإنشاء صناديق متخصصة وذلك بموجب الأمر 74/04 المؤرخ في 30 جانفي 1974 ثم بدأت مراحل التغيير بعد سنة 1983 سنة - التأمينات الاجتماعية- عن طريق سن العديد من القوانين والتشريعات المتعلقة بالحماية الاجتماعية ليستقر الأمر على فكرة توحيد الصناديق من خلال المرسوم التنفيذي 92/07 المؤرخ في 04 جانفي 1992 الذي من خلاله اعتبر المشرع الجزائري هيئات الضمان الاجتماعي هيئات ذات تسيير خاص تخضع لنظام الرقابة كغيرها من المؤسسات بنوعيها الرقابة الداخلية من طرف مجلس الإدارة والأعوان المحلفين والخارجية المتمثلة في بعض المفتشيات وعلى رأسها مفتشية العمل. Abstract: The social security system during the period from 1962 to 1983 was characterized by the multiplicity of its systems, as it reached eleven (11) systems, and this period was characterized by a kind of ambiguity and complexity in the management and organizational structure, where the process of reorganization and the establishment of specialized funds began, according to Order 74/04 of January 30, 1974, and then the stages of change began after the year 1983 - social insurance - through the enactment of many laws and legislations related to social protection to settle the matter on the idea of unifying funds. Through Executive Decree 92/07 of January 4, 1992, through which the Algerian legislator considered social security bodies to be bodies of private management subject to the system of control like other institutions, both types of internal control by the board of directors and sworn agents and external represented by some inspectorates, led by the Labour Inspectorate.
