الملخص
حمَّل مؤسسو الأمم المتحدة مجلس الأمن مسؤولية رئيسية عن صون السلام العالمي. وكان الغرض من إنشاء مجلس الأمن هو تمكين الهيئة العالمية من التصرف بحزم لمنع التهديدات وإزالتها. وقد أنشئ مجلس الأمن الدولي ليكون هيئة مسؤولة، لا تمثيلية فحسب، هيئة لديها القدرة على اتخاذ إجراءات حاسمة. فمسؤولية مجلس الأمن الدولي ليست في خلق الأحوال المواتية للسلم، وإنما أن يضمن حفظ السلم فعلا. لذلك مُنح الأعضاء الخمسة الدائمون حق النقض ولكن كان يتوقع منهم أيضا تحمل عبء إضافي في تعزيز الأمن العالمي. The founders of the United Nations held the Security Council with a primary responsibility for maintaining world peace. The purpose of the Security Council was to enable the world body to act decisively to prevent and eliminate threats. The UN Security Council was established to be a responsible, not just representative organization, an organization with the power to take decisive action, the responsibility of the UN Security Council is not to create conditions conducive to peace, but to actually ensure that peace is maintained Therefore, the five permanent members were granted veto power, but they were also expected to bear an additional burden of promoting global security.
