الدولة القومية وما بعد السيادة الواستفالية: "التحديات المبكرة للنظام الواستفالي"

الملخص
نستعرض من خلال هذه الدراسة تحليلا لأهم التغيرات التي طرأت على مفهوم السيادة بعد التداعيات الكبيرة لظاهرة العولمة، إذ أصبح مهددا أكثر من أي وقت مضى وبدأ بريقه يتلاشى إلى أن أصبح مجُبرًا على التغير لاحتواء الواقع الدولي الجديد. بالتالي، سنعمد إلى مناقشة إشكالية أفول أو إعادة النظر في مفهوم الدولة القومية من خلال محورين؛ في الأول، نناقش مفهوم مركزي متعلق بالسيادة هو مفهوم الدولة القومية والتحديات المبكرة التي تواجهه، خصوصا مع التحولات الجذرية التي عرفها عالم ما بعد الحرب الباردة في مجال الهوية والخصوصية والفواعل المتعددة في النظام الدولي وإشكاليات جودة الحكم؛ أما في الثاني، نحلل التطورات التي طرأت على أدوار وأهداف الدولة القومية من مصطلح السيادة الشعبية (أي تسيير أفراد الشعب)، إلى السيادة القانونية، ثم السيادة الديمقراطية، إلى غاية أحدث شكل وهو دولة الرعاية بمعنى الدولة الساهرة على رعاية أفرادها. كلمات مفتاحية: الدولة القومية، السيادة الواستفالية، العولمة. In this study, we deal with an analysis of the most important changes that occurred in the concept of sovereignty, especially after the great repercussions of globalization on it, as it became more threatened than ever before, and its luster began to fade until it became forced to change to contain the new international reality. Through this, we discuss the problem of the decline or reconsideration of the concept of the nation-state, through two axes. In the first axis, we discuss a central concept related to sovereignty, which is the concept of the nation-state and the early challenges facing it, especially with the radical transformations that the post-Cold War world witnessed in the field of identity and privacy, the multiple actors in the international system, and the problems of governance quality. As for the second axis, we analyze the developments that have occurred in the roles and objectives of the nation-state, from the term popular sovereignty- meaning the management of the people -to legal sovereignty, to democratic sovereignty, to the most recent form of the welfare state - meaning the state that is watchful over the care of its member that it carries with it Key words: The nation-state, Westphalian sovereignty, globalization.
