التفاعلات عبر الوطنية وسياسيات تنظيم الهجرة

الملخص
تقدم هذه المساهمة البحثية مدخلاً جديداً لدراسة سياسات تنظيم الهجرة من خلال التركيز على تفاعلات المهاجرين العابرة للحدود الوطنية كوحدة للتحليل، ذلك أن نشاطات المهاجرين وانعكاساتها على الدول المعنية تتجاوز أهميتها المكان الذين يتواجدون فيه. من هنا تبحث الورقة في تأثير البعد عبر الوطني للهجرة الدولية على سياسات تنظيم الهجرة في دول الاستقبال. توصلت الورقة البحثية إلى نتيجة مفادها ارتباط سياسات تنظيم الهجرة في دول الاستقبال بمدى المنفعة التي يقدمونها لتلك الدول وبتوجهاتهم الثقافية والسياسية التي تستثمرها في الغالب الأحزاب اليمينية في حملاتها الانتخابية بدعوى الحفاظ على الهوية وتماسك مجتمعات الاستقبال خاصة في دول أوربية مثل فرنسا وأسبانيا وإيطاليا. This research contribution provides a new entry point for studying migration regulation policies by focusing on migrant interactions across national borders as a unit of analysis, as the activities of migrants and their repercussions on the countries concerned exceed their importance in the place they are located. Hence, the paper examines the impact of the transnational dimension of international migration on migration regulation policies in receiving countries. The research paper reached a conclusion that the immigration regulation policies in receiving countries are related to the extent of the benefit they provide to those countries and to their cultural and political orientations that the right-wing parties often invest in their election campaigns under the pretext of preserving the identity and cohesion of the receiving societies, especially in European countries such as France, Spain and Italy.
